Is it possible to remove the entire background from this picture? I'm thinking about putting it on an all white canvas so the peacock will show up better.
I believe that I saw a preview of Adobe Elements 14 where they did exactly that with a lion as the subject. All you have to do is go to the Adobe site and watch the preview. If you like it, buy it and go to work. I think the software is around $75 - $80. Or you could ask someone more versed in it to do it for you.

in photoshop you may remove the bird and reinstall it into a different layer, such as a white canvas.

This is a wonderful picture! I might suggest that if you could clone the snow to cover the large brown grassy areas you could keep the natural background (including the hilltop) and yet highlight the bird? Just sayin' but anyway it is just lovely!
It's possible but it will take time, and skill with Photoshop. Do you know a graphics artist? They could do that efficiently for you.
Just saying, another idea would be to clone the snow all around so the Peacock appears to be flying over a complete snowy white background. That would be easier and the texture would look more natural than a solid white background.

Paint Shop Pro's background remover tool would make it easy and fast.

A little work is needed around the R wingtip and tips of the tail feathers, but yeah that's the idea.
