.Layers, masks and local adjustments in PSE14

Just heard back from the PSE14 community and layers and masks as well as local adjustment brushes are not available in PSE14 RAW editing. It will be necessary to convert the RAW file to DNG or JPEG to use these features.

Well, you know what to do then...

Live with the limitations or bite the bullet and purchase a 'real editor'...

This isn't something that's "going away." The raw editor does not do those things in ver. 13 or 12 either. After the initial edits in ACR, you open into Elements proper. Then use layers:

The Camera Raw used in Elements indeed does not have the local adjustment brush available. There are other features that are found only in the full version of Photoshop.

Some adjustment masking is supported in the full version of ACR. No version of ACR allows the use of layers. For that you must finish your raw image adjustments, and then open the file in either Elements or the full Photoshop.

This is not new. But, converting your original Raw image format to Adobe's digital negative format (DNG), or to a JPG will not grant you access to these features in the ACR (Adobe Camera Raw) module of PSE14.

Not sure what you're trying to say regarding any needed conversion???
