No, not the state. We just returned to Punta Arenas after almost a month around the Antarctic Peninsula and South Georgia. Wow. Grab your cameras and go. You won't regret it.

Try looking into "One Ocean Expeditions" - they sometimes have groups going at a discounted price (I did a trip with University of Nevada three years ago).
Yes it's expensive no matter, though. When you're there, though, and see what is involved in getting you there and what is involved in getting you to the sites, you can begin to see why the price is high.
Whatever you do, though, do not go on a ship with more than 100 passengers - that is the limit for shore landings and you don't want to miss any - that's what you're paying the big bucks for! Feel free to PM me if you have any questions.
