If it is all they have to work with is it still architect?
To me, this is more a snapshot than an architectural study. Just as having a random person somewhere in a photograph does not make a portrait, a photo of indiscernible buildings does not make an architectural study.

Not sure. Perhaps a look at the blueprints........
It may be a stretch, but this may be an example of indigenous, vernacular, or anonymous architecture -- architecture without architects -- the study of which was part of our curriculum (U of Oregon School of Architecture and Allied Arts), as a way of understanding and adopting a design sense in harmony with the natural human condition, rather than simply encasing them in glass and steel. Note that even in the worst of poverty, this community has left room for a park like open space. (or is it the latrine?)

I posted that photo almost sarcastically but then where I live in South Korea and some of the places I visit and work in Philippines and Thailand have little or nothing to offer in artistic architecture. Not that those places don't have any, they just don't have any in places where I usually go.
I believe that empty spot with the river running through is probably the community laundry and water supply.
I enjoyed reading your note from University of Oregon. Architect or even the lack of it says a lot about how people live and think.
