I Need a Name for an App

I have seen photos where the edge (e.g. of a person) seems to be exploding into large pixels. Sorry, but I don't know how else to describe it. I have attached a portion of a photo that shows this.

Is there a name for this app? For those familiar with PaintShop Pro, can it be done with this program?

I do not have PhotoShop or Elements.

Used to be a Photoshop plug-in to do that, I think it was called "Genuine Fractals", but that was a long time ago when I was using Photoshop 5.0 and Windows 98.

You can do a lot of great effects similar to that using PSP's Effects menu choices and the KPT plug-in. With your permission, I can post a couple of examples.

I don't know paintshop but if your able to create you own brushes, create one to your liking and paint on seperate layers (if you can) then change size,frequency, color, transparency/opacity etc.,etc....

As he said he's, this is his first tutorial, and it shows. One of the comments below: Drejca100 2 days ago
cool effects but i would like to see step by step..that doesn't help me.

Sorry, that's wrong. Genuine Fractals is a program that allows one to do exceptional enlargements, and only that, it does not have any special effects!
