Ronald Reagan 381
George H. W. Bush 166
William J. Clinton 364
George W. Bush 291
Barack Obama 226

It is not the number but what they did.
And the all time champs were FDR and Wilson. Over 3700 for FDR and over 1800 for Wilson. Then came Coolidge, TR, Hoover and Truman to round out the top 6(edited). Top 4 all over 1000, Truman and Hoover with honorable mention for going over 900.
