Regarding "2008 tripod".... Well, tripods don't age the way wine, cheese, scotch, cars, DSLRs and some other things do.
I bet that one probably has three legs that are adjustable for length and a 1/4" screw to attach a camera (or lens), much like a vintage 1950s tripod that was my Dad's, my tripod from the 1970s, or my other ones from the 1990s do... Or for that matter, same as even a brand new model bought tomorrow will have.
The "best" tripod is simply the one you use. It's not like there is a lot of major innovation going on with them. My 30+ year old one still does the job, as do the newer ones I use too. So, I'd suggest you just drop the "2008" when talking about that one.
For weight reduction and some additional vibration reduction, carbon fiber has an edge over metal tripods. But they cost a lot more and we somehow managed with metal ones for many decades, long before carbon fiber was even invented.
There also are various features to choose among... A lot of it coming down to personal preferences and simply what's adequate to do a good job supporting the heaviest gear one might need to use on it.
I'd just suggest not worrying about all that stuff... Instead just get out and work with your "windfall" to the best of your abilities. Using a tripod is simply a good habit to get into. The action it promotes - of slowing down a bit, thinking about and setting up your shots in a more considered manner - can make a world of difference in your results.
In time you might find it does all you ever need a tripod to do... Or learn what other features would be most helpful to you in an upgraded model. Either way, you'll likely see some improvements in your images simply from using that tripod. And that's never a bad thing!

In my day, 10 dollar tripods were common. When using them I'd just time-delay the shot when possible.
Just looking at your photo tells me it is much better than some that I used to use with good results.

Thank yall for the awesome advice, I'm going to work the legs off it. If it ever warms up a bit, too cold for me . I sat out for a 1/2 hr. 45 min. and didn't quite stay warm enough drinking hot coffee too boot. Hands were ice and didn't even take the scope out to play but, wait till I get my wifi booster "It'll be on like a pot of Neckbones then."
