Which software

A member of my family has rosacea giving then a very red face. Software I know will soften the whole picture, making others in the image looking very anaemic, colourless.

Is there a software that would / could single out one face and adjust the colour?

I cannot afford big bucks.

Take a look at Helicon Filter Five. Its not free but an annual license is about $15.

I have the latest version of this software, and I use it as a Photoshop plugin. I sent it a photo of someone with very extensive rosacea, and the software could not handle the fix. It did make some image improvements, but was best used after the majority of color correction was done with another method.

The image required the ability to isolate the face, and then only specific shades of red on the face... and finally adjusting the hue/sat of those reds. After that, it required blending the adjustments to the surrounding color without affecting texture. I'm not sure you can do it with a free software package either.

Gimp will allow you to select the face in an adjustment layer and reduce hue and saturation. You will lose some definition if its a small part of the total image.
Questionable as to why you want to do this? If this is how the relative looks it would be like changing a blonde to an auburn. OK to spot remove a broken vein / mole or de-wrinkle a bit around eyes or chin but altering a whole complexion may not be appreciated. Personally I would tread very carefully.

lightroom, you can choose just the face you need to adjust

I'm sure Gimp can do the job and it is for free - but the last time I looked at it the learning curve seemed pretty steep.

I would use Paintshop Pro myself - just about any version would work for you and you probably could pick an older version on eBay for just a few bucks. In fact if I look around I could probably find an old disk I could send to to you for free - send me a Private Message if you want me to look around.

Try GIMP (free) and don't be put off by folks who did not have any luck finding easy to follow tutorials.

What program are you using now? Perhaps there is a function within it that will do what you want. You can easily do it in Lightroom.

A local adjustment brush applied to the face reducing the magenta might be enough to reduce the redness, you might desaturate a little too.

With affinity photo frequency separation might help. The color tones would be low frequency and can be patched cloned blurred replaced while still retaining detail on the high frequency layer.
