Let's see:
Pocketable
Viewfinder plus live view
Non-interchangeable wide to super tele zoom with close focusing capability
Minimum 5 fps
Good low light capability
Can shoot in JPEG or RAW
Flash capable, on or off camera
Around $400 or refurb available

Any suggestions? Too much to ask for?

The first question should be: Do you need it?

I don't think there is such a camera even if you remove the price limit.
Super zoom, pocketable, good low light don't go together. Superzoom means small sensor (because I don't know of a 60x lens for FF) making it pocketable means even smaller sensor. With small sensor it can't be good in low light.

Just a wish list right now. Not motivated to a "gotta have" until I see if something matches the specs. Perfectly happy with my D7000 but would be nice to have a sophisticated pocketable with fixed zoom as an option.

I think BebuLamar sums it up well, "fantasy camera".

The closest I can think of are the Panasonic ZS50 and Sony HX90V.

Canon G series about #15 should do it, large pocket, little heavy, not so super tele, but...

I don't think the Sony HX90V can shoot raw, but it is a nice little camera.

Canon SX50 rehabs are currently available for under $150. And it handles low light quite well. But a bit too large to be pocketable. Shoots Raw and Jpeg.

Too much to ask for in my opinion with all your criteria.

Too much to ask for.

But if you prioritize, you can get close. My choice would be the Panasonic LX100. Not a super tele, and price is around $500 used, but it certainly hits most of the features. It's on my Santa list.

My DW, a.k.a Santa, gave me that last year. It is certainly one of my best ever cameras.

You are correct on that. The Panasonic Lumix ZS-50 does shoot raw, as well as conforms to the OP's requirements. Has a 1/2.3" sensor.
