Just got a SB900 from E-Bay seller. Looks pristine, BUT...

When I power it on isolated from camera. I do not have access to all the menu items shown in the users manual, specifically, no iTTL, no sub menu for TTL, such as BL and FP. Furthermore, when mounted on the camera D7000, TTL is unavailable. Is there anyone in Hogland who can offer some advice?

Bruce, some of those functions may be dependent on whether the flash is camera mounted or not. Best check the user manual for all of the nuances of settings and using the flash.

Mounted on the D7000 I lose TTL altogether. As well, when mounted the ISO does not follow the camera setting; i.e. if I set the camera at 400 the flash stays at 100.

Hate to say it, but you need to notice the 4-ton elephant hiding in the room. Maybe the gracious, kindly eBay vendor sold you a knock-off instead of the real item. Since the SB900-model is the product of a major brand, can you take the flash to a local camera dealer and ask them to check it over? Yes, that won't be free, but at least when the results come back you'll know for certain. Then, if it appears to be bogus, you will have some ammunition to support any claim of protest to eBay.

I had a similar problem some time ago. Mine were a little more random and as I dont use the speedlight all that often, I spent quite a bit of time relearning from the manual.
Nothing helped.
By accident when I put the little slide cover back on the contacts, I noticed it didnt fit easily.
Problem solved. A closer look found a tiny bit of grit on one of the contacts. (this was on my D300, not my D7100).
So check both the contacts on camera and speedlight.

If this doesnt solve the problem, if you have another Nikon, try the flash on that. That may identify if the cause is camera or flash.

edit. Just re read your question. I see you have a problem off camera as well. Id have to read the manual again but I seem to recall that some settings are only available when mounted on the camera.

Nikon has a menu selection for TTL, I think it is in the custom menu under Bracketing & Flash. But you cannot be in one of the automatic modes or it will not work. Of course it goes without saying that the flash has to be in TTL also.

Did you try resetting to factory defaults.

I have the exact setup you have (D7000 and SB900). Hate to say it but it sounds like you have a bad unit. I have all the functions on my flash and have never had any issues with it.
There are some very reputable camera repair shops that can check it out, but if you did buy it on eBay, you may want to consider using their dispute resolution program, get your money back, and buy a guaranteed refurb unit from a place like Cameta.
