YOu have to watermark it then export it to a file somewhere on your computer that you can find it . Then upload it .

You might want to consider the fact that according to facebooks TOS once you upload a picture they own it and can use it however they see fit without any compensation to you. Also the pics are very easy for people to take even if you do watermark them. (I just want everyone to know the rights they are giving up to their pictures when they post there now. I limit my picture sharing there now for that reason and I do watermark the ones I upload.)

Picasa has a great "export to folder" feature that will insert a watermark and create a low-res picture.
