You can print any frame at any time. You just need a software capable of isolating it.

Which one? I have no clue as these can cost an arm, a leg and your first born to... nothing. A google search 'video editor software' should present you with a ton of links, you just need to refine your search.

With Adobe Lightroom, you can use the video "Capture Frame" tool to save any frame of a video as a still image.

Just remember that most cameras that take video limit their pixel count on each frame to 1920 x 1080 pixels. While this is High Def (but even including 4K) that is a long way from any camera's pixel count used for printing on paper/material.

I have not done this myself. Try:
http://helpx.adobe.com/lightroom/help/video-lightroom.html
I think it's explained about 5:50 into the video.
The page also says: "To create a JPEG still image from the current frame, click the Frame button and choose Capture Frame.
Note: Lightroom stacks the capture frame with the video clip. To view the capture frame, expand the stack in the Grid view of the Library module. Be sure you are not viewing Previous Import in the Catalog panel."
If that doesn't work, try Googling.

Find movie in Library > Folders, not Previous Import.
Double-click on movie. You should see a Play/scrubber control below the movie. Click the rectangle to the right of the time clock and left of the Setting wheel. In that scrubber, select "Capture Frame" from the pop-down menu. This should create a new editable jpeg photo. Quality is limited by the quality of your movie frame.
