Post a picture of your dog here so we can take a look at what we are working with. I use multiple plugin software and the best I have found for doing what you want is Perfect Mask by OnOne software. You don't need this plugin to do what you are asking but it will make the job a lot easier.

Just curious....why do you want his fur on a different layer?
Just FYI, getting something on a new layer is always done the same way; you must select the object somehow and then create a new layer and then copy/paste it.
OR duplicate the layer and erase what you don't want.
OR select the fur using the magic wand, or the magic selection tool, or whatever.
Isolating things is done using the same principle all of the time.
Just want to extract the dog and place on a different layer in another photo.

What post processing are you using? Photoshop I assume.

If you can take a pic of the dog on or in front of a uniform backdrop then you can select the background with the magic wand and then select inverse to get the dog.
You probably should use refine selection a few pixels.
Then do Control C and Control J to make a new layer with just the dog...fur and all.
Then you can put him or her anywhere.

Another way is to try the Magic Extractor. It may be OK or not depending on your background.
