tabs to show pics in photoshop

i set cc photoshop to have my pics open as tabs. at times i need to see more than 1 picture open. so i separate them however, once i click on one of the pictures to work on it, the others hide behind the photoshop panel-

Not sure if this is what you mean, but if you need to work on two photos at the same time go to WINDOW > ARRANGE then it will give you a number of options depending on how your photos are oriented.
Just hover your cursor over whichever image you need to work on it automatically becomes active.
I selected 2-up horizontal for these two photos ...
