Just guessing, it sounds like you are missing a USB driver for your machine.
We need more information about your system and the applications you are using to download the photo files from the card or camera.

I had not downloaded pictures since installing Win 10 so thought I should try it now (I use a card reader for the SD card) and it did not do anything.

A little experimentation and I sorted it out:

Windows/Settings/Devices/Autoplay'. Select 'Memory Card', which was set by default to 'Take no action' and change it to what you want. I have set mine to 'Ask me every time', but could equally have set it to 'Organise and Edit (Adobe Elements Organiser ...). This put it back to what Win 7 used to do.

BTW, I am a great Win 10 fan so far- problems have been minor and easily sorted out. A good upgrade from Win 7 for me.

How about giving us more information like: Camera make & model and let us know the firmware number for your current firmware. Same for card reader: make and model??

FYI: Not all camera manufacturers have released firmware that is compatible with Windows 10 particularly in regard to the USB/mass storage definitions. So your first step might be to use a browser and do a search like: "camera make/model and Windows 10 Compatibility".

My SanDisk Extreme Pro SD card didn't have any problems being read by my windows 10 laptop. Pictures taken from a Nikon D7200.

You likely then have a USB mass storage controller driver for your "windows 10 computer" that needs to be updated. Look for Windows 10 driver updates for your specific computer and motherboard directly from the manufacturer. Windows 10 as an OS does not have drivers embedded for every storage controller on the planet. It is often necessary to seek updates directly from the computer or motherboard manufacturer.

List the make and model of your computer and I can search for driver updates for the mass storage controller(s).

There are many Dell Inspiron 15's: numerous 5000 and numerous 7000 series. You'll have to give me a series and model number if you want help. Dell used different host controllers in both series and different ones even with a series. Unless you can be specific I can only make guesses which won't help you. Same is true for the card reader: Make, series and specific model number.

Your approach is kind of like telling me you have a Ford when wanting a specific engine part. "I need a Ford alternator". Try that at an auto parts store. Not trying to be a jerk but you're really giving me nearly useless information.

How old is the computer? My desktop is about 4 years old and the card reader it came with can't handle the latest high speed cards, keeps recognizing them and then shutting down. I ordered a new card reader module for it, too lazy to put it in yet. At the same time I ordered a Lexar external card reader that does SD and CF in the latest types.
I have just been using that for my 7DII's CF cards.

One thing everyone needs to do after downloading Win 10 is to do a Driver check to make sure you have all current drivers downloaded to your computer. That may solve a lot of problems.
