I think that would depend on the leash laws. Other wise I see no problem.
This being a construct I can understand why you posted it here...
You need to work on the edges of your C&P and blend them better with your background.

First I was surprised by the bald eagle so I looked closely and saw the sky (Yellow)...
First tip off that this was a 'construct'.
I looked at the other hawk and so sky too.
Then I noticed the path way that did not relate to a enclosed location but a public park as shown by the couple of ducks.
Looking at the tiger, the wet area placed it somewhere else (red). Looking closer the edges (orange) are not blended correctly
As to the overall...
This is a decent work. Minor details as mentioned need to be adjusted. The hawk and bald eagle would need some size adjustment thought but I am being picky (hawk is too big compared to the eagle and the eagle is too small relative to the ducks)

Well, I'm glad I didn't mention the area I had in mind. It was at the tiger's right ear. As for the two birds ... they were not added but in fairness to you, I did use a the layer's overlay option to get some POP into a drab photo. In fairness to me, the bird sizes are the bird's sizes. I am posting the lake area w/o the overlay. I had to go into Photoshop to remove it because I failed to save the original when I first worked on the photo. I also posted another shot taken at the same time. This one is untouched. BOTTOM LINE: The birds are real, the tiger isn't.
BTW, very good catch on the wet area! He was actually sitting in a tub of water.
