Yes you can use a normal ball head.
Technically a monopod head should only move up or down, however I use my monopod in every conceivable angle and the free rotation of a standard ball head is very useful to me. Imagine the pod out to the side, over my thigh shooting macro at near ground level.
The most important thing is to make sure all of your camera and lens plates fit all your ball heads for tripods and monopods so that you are not required to change plates when you change supports.

Excellent point! I standardized on Manfrotto tripod plates and camera plates. I leave the plates on the cameras, so I can quickly mount any camera on any tripod. The people on this forum directed me to this solution.
