Have Windows 10 for 5 days with no other problem. When box opens to name folder, PSE 13 tells me "no files to download", even though source is checked for camera. Do I need to change a setting in Windows?
I'm afraid to upgrade to Windows 10 for fear some of my programs will no longer work.
IMO the quickest way to get back in the game would be use an external card reader. But check and keep checking for updates for PSE and the D3100.

Luckily now a days most if not all card readers are plug and play, no special software required and cheap.
The only real difference in card readers are the kind that read different formats ie SD card, micro SD card ect or even a combination of them all.
All the card readers plug into a USB port and your computer sees it as an addition folder.
They even have card readers that'll let you plug them into your tablet.

I find card readers( i bought one) a big PITA. All cameras come with a cable to USB and you don't need to care if SD or CF or both as I have in my 5D.

I'll never hook another camera to a computer with a cable after blowing the card reader circuit out of my Canon T2i by removing the cable from my computer, and forgetting to use the "safely remove" function. Sent it to the Canon Service Center in Irvine, CA. for repair and the quote was more than I would pay.

Other option is to shut down the whole system, and camera off, so that there is no 5 volt current running through the USB port to power the card circuit.

I use a Lexar card reader that reads both SD and CF cards. It's USB3 and UDMA7 compliant. If you use cards that are UDMA7 compliant, you need a card reader that is too or you risk damaging the card and loosing data. Use cheap card readers for cheap cards, but use the proper card reader if you are using fast and up to date cards.

Thank you Adventurer, pithydoug and Kuzano for your timely replies. First I will try to download pics to PSE11 on my Vista laptop and if the same problem, it will be bad news, and I go shopping for a card reader. Never knew card reader circuit in camera can blow. Thanks again. Tony

Did you set PSE as the DEFAULT program? I upgraded 5 days ago and other than setting a few default program changes, all has worked well. Windows 10 had a windows program marked for the default for pictures, and this could be a problem.
You might also check to be sure that your drivers have updated for the USB and for the built in card reader on your computer.
Call this number at Adobe to get help Monday thru Friday. Just click on the options to get to tech support. I have creative Cloud and had a problem yesterday. Kept telling me my trial period was up and that needed to sign up or purchase. Have been paying for several months. We got it fixed pretty easily. Had to reinstall. Took some time but was not too hard.

I should also like to point out that all memory storage devices that connect USB should be released by "Safely Remove". I have lost Flash Drives also, besides "bricking" my T2i.
The essence of the potential problem is that most USB devices that have no attendant power source are powered by the 5 volts that are delivered to the device through the USB Port.
It is always there on any device connected, and can be particular problem for storage memory on or in the devices.
"Safely Remove" turns off the voltage so that if a spark or short occurs upon removal of the cable connection, you won't fry a memory device or circuit.
Some tech types try to tell me I'm FOS on this point. However, I am the one who is out one T2i and 3 Flash drives. Furthermore, I have been teching, consulting and teaching community ed classes for years.
It is true that it is an unlikely event that requires a certain set of circumstances and devices. However, committing to using Safely Remove protects against even a low probability of the event.
It's your equipment.......

I did have MS check all usb ports and they passed and as recommended by you, default to PSE13 as photo program and still won't work, but did download from camera to old Vista laptop. Have question in Adobe FAQ forum but not any answers yet. Will call MS?

Adobe Help will not support with live phone for PSE, just PhotoshopCC. ANY ONE WITH PSE, DO NOT GET WINDOWS 10--NOT COMPATIBLE NOT SURE ADOBE HAS A FIX
