1. The regular brush is a key tool in the use of layer masks, which is at the core of Photoshops magic. The possibilities for what you can mask in/out is endless, but allows you to blend stuff from one layer into another - colors, tones, textures, light/shadow, image components, whatever.
2. It is possible to use the dodge brush (looks like a lollipop) to lighten something. There is a better way using masks, but first you would need some basic understanding of masks.

You are to be commended for learning photoshop, but it is going to take more than questions and answers. The post processing section on UHH http://www.uglyhedgehog.com/t-156310-1.html has many links to tutorials about the vast subject of photoshop. You'll want to take advantage of all that information.

Probably one of the most important and used tools of the bunch.

The only time I use the regular brush is when I'm in Quick Mask mode and zoomed in several hundred, or even thousand, percent, creating a mask.

If one remembers that everything is a line, even a circle which is just a bunch of short lines, it's easy to mask things (like hair) while zoomed in, in Quick Mask Mode, and using the Click, Shift Click function to do straight lines using pretty much whatever tool you're using (brush, eraser, pen, etc.).
