Photoshop is one, however the results may be very much dependant on the image.

Any half decent image editor can do that.
Basically you want a "clone" tool. That allows you to clone an area adjacent to something you want removed, onto the area of the object to be removed, the replacing it with detail that is probably what would be there if that object had never existed.
You will quickly learn that each image requires a slightly different approach, and experience will teach you many tricks.
