It's water. I think what threw you off is the fact that it appears to have been raining.

Thanks everyone for the help. And this is a real bird. It was a diver just like a Grebe but the bill is longer and not as thick.
Where was the picture taken? Possibly an immature loon of something like that?

The pic was taken at a little pond that is across from a swamp.In Kosciusko County Indiana. I see Green & Blue Heron there also.
After looking closer and enlarging it on my screen I am going to say an immature/young cormorant of some sort due to the shape of the beak, it sits low in the water, and the tail. You did say it was a diving bird also.

It would sure help if we knew which sample had the correct color balance? If one was at mid day and one in evening sun what was your white balance set on your camera?
