I believe, in a perfect world, the decisionmakers (read elected politicians and their un-elected bureaucrats)should determine what the minimum daily water requirement should be per capita for some specified quality of life.
It is their responsibility then to make that water available to the citizenry.
There should also be a reserve. Anything left over should be subject to normal market forces.
Uhhhh...I just woke up and read what silliness I was dreaming.
Anytime you hear the rich say that they are somehow intrinsically better than the rest of us just remember how they behaved during this water crisis.
