For me, anything above 1/1000 I am not going to use it. Based on my own results (ymmv) my pictures (mostly bif) are far better with it turned off.
Seems you may be on to something; I'm having renewed faith in my gear, or rather, my abilities and think I have to agree with you. I shot these at 1/1600 with IS turned off, ISO 100, shutter priority. Several pics throughout the evening came out somewhat less then tack sharp but I was shooting out the window from my truck in a less than comfortable or practical position.
Comments and critiques if you please.
