My son and I both use a Sigma 18 - 250 lens and can't say enough good things about it. IQ is great. I would look in to this. Price is good also.
Believe they have an 18-300 lens out now also.
Again , it will not work with a FF body ad requested by OP.

I just purchased the Sigma 18-300mm. It seems to be a good lens and within your budget.
Like i said to the others, keep in mind this an an APC lens only. OP wants one for use on FF.

There is only one, maybe to truly multi-purpose high quality lens fro such a trip Canon 24-105, or maybe the 70-200 F4. Take a 1.4 or 2.o doubler and the 24-105 does it all.
The Canon EF 24-105 f/3.5 at about $600 new would be an excellent choice but I don't think an extender will work for that lens. It will work with the 24-105 f/4 L lens but that lens retails for about $1,000. I guess if I was working with a $600 or 700 budget I'd look at B&H's used lenses or Sigma & Tamron lenses.

Going to Iceland. Anybody have suggestions for a good walkaround lens to use with both ff and aps (canon mount) to use for birds and landscape? under $700?
Landscapes are usually captured with a wider angle lens. Birds with telephoto. Given that, you need a wide angle to telephoto lens that will work on both FF and APC, all for around $700 with a Canon mount. Very few choices. There is the new and slower Canon 24-105 STM for around $600, the older L version that can sometmes be found in white box versions for around $700 and a new version by Sigma in their ART range for $899.
For less money there is the Canon 28-135. Not terribly wide on crop, but has more reach on both bodies than the 24-105, plus it's well within your budget. It can be had on B&H for $299. While it's not an L lens, it is still quite respectable, has a good build and a USM focus motor. This lens does exhibit a lot of lens creep.

The new Tamron 70-300mm does.

I know that. My comment, which you quoted, referred to bigtex2000's suggestion to get the Tamron 18-270mm. This lens is intended for crop sensors only.
The only major issue i see with the Tamron 70-300 is that 70mm may not be wide enough for landscapes. That really depends on the OP's expectations. .

Agreed the 24-105 is a very good GP lens.

I like the 18-200. My go to lens is my Canon 28-200 but this is no longer made with the 18 on the market. Mine is very crisp and accurate to a fault.

Won't work on FF which was a requirement for the OP.

Sigma 18-300. Check it out. Great lens.

How many oxymorons can you fit into one sentence????!!!!
An oxymoron is a statement that has incongrous elements or is self-contradictory. Why is the posters query an oxymoron?
Why is it that half the responders are not reading the OP's original request? He's asking for a lens that will work on full frame as well as crop. A number of people responding are recommending crop only lenses. People, read more carefully!

I think he means that a "good" all in one lens, that is useful for landscapes, which require wide angles, and birds, which requires telephoto, and which works on both a FF and crop sensor, and costs less than $700 is so full of compromise that if image quality or sufficient reach for birding is a goal, at each stage it's contradicted by the imposed limitations of the selection criteria.
