I've been going through my pictures, and what a mess. It makes no sense that I've kept these.

The real question is " Are you getting rid of them?"

Yes I am, but what a pain. I've made a promise to my self that I will do this EVERY time I put pictures on the computer.

What was the saying about good intentions?
Don't feel bad. I started out using the individual camera programs for my Sony DSC H2, My Nikon D3000, My el cheapos that I got years ago that were 2 and 3 mp cameras and iPhoto & PSE 11 & Lightroom. Guess how many duplicates I have been cleaning out?

Been at it almost a month. Plus all the ones I always kept thinking that as I got better with PP that I could make something out of the single shots.

And then, just like me, you'll realize that one of the shots you deleted had EXACTLY the right components to create a separate interpretation, more distant, but equally as compelling as the first. Luckily, I have not deleted the images from my memory card yet ...... I fully intend to go back and resurrect one of those puppies.
You're a digital image hoarder. Join the club.
But the good news is that external hard drives don't take up a lot space relatively speaking.
If you were a hoarder of bicycles, old TVs, or cats, for instance, you might be in a bit of trouble.

it gets easier after the first 10000 or so hit the trash can
"Why Oh Why Do I Keep So Many Bad, Meaningless And Duplicate Photographs"?
Because you are a human and hard drive space is cheap and time is valuable.
