I have to apply the crop factor 1.5 to apertures in my lens?

It is not about if someone agrees with Tony Northurp or not. The main thing here is about if he is right or wrong. And he is wrong and the whole idea should be ignored by people who "know" anything about photography. Publishing bullshit on Youtube does not make truth of it.
