The UK is becoming increasingly politically-correct and repressive. Part of that is from Muslim pressure, but the trend started earlier than did the flood of Muslims into the UK.

I, too, question the photo. She appears to be healthy; I wonder if is just they way she is posed? I'm not sure why people are upset. (No ribs are showing.)
