Should it be kept as a separate category?

Just follow the contest rules. No rules then no limitations.

Limitations stifle our creativity. I'd like to see a wide open contest.

Let the members voting decide what they like.

Many contests set up rules. I don't think they're trying to limit creativity in any way. It's just some contests are very specific. I have to admit, there is quite a difference in OOC pics and digitally altered pics. Both have their place. It's just hard to handle all of them in the same contest.

One judge put it to me this way: "I'm here to judge the photographic capabilities of the artists. I don't want to judge their computer skills!"

The problem with entry rules is that there are always those who knowingly and intentionally break them. Makes it harder for everyone.

Generally speaking it is in the Nature section of competitions that there are the most restrictions. They normally specify that there should be only minor manipulation e.g. one can remove sensor spots but one cannot clone out discarded objects in the scene or remove twigs etc. which obscured "significant" parts of the shot. I think that this is entirely understandable because two skills are being judged in Nature photography:- the photographic skills and the skill to be at one with nature. Some top Nature competitions even stipulate that as well as a print the RAW image must be submitted as well in order that the judges can check that there has not been manipulation.

In a Creative competition extensive manipulation is usually required as the rules normally state that the must not show reality.

As stated above, the best thing to do is to read the rules and follow them. If your shot does not follow the rules there are always plenty of other competition to enter it in where it does follow the rules.
