Something you don't see everyday.
It's sad. But I also thought the position was interesting. I spotted it on the access road to a dairy I pick up milk at the other day. The picture was taken with my S5 cell phone.
What's happening? Is he (it) dead?

Unfortunately it's dead. The only thing anybody can figure is it's tail touched the wire and it was electrocuted.
A number of years ago a hawk landed on a power pole near here and hit the ground on fire! Lot of burned off country before it was put out.
Aw, he's just resting on his face. Totally relaxed. Prolly the quickest way to regain energy.

Touching ONE wire will not electrocute the bird. It must contact the wire and something else to complete the connection to ground.
Something else killed it.
I'd consider someone with a .22 rifle killed the bird sitting on the insulator and it fell forward onto the cross arm.
