I am trying to restore an old photo for my brother. This was his pride Red White and Blue AMX. I scanned it and would like to make an 8 x 10 for him. Any suggestions or attempts would be deeply appreciated.

It is going to be very difficult to make that picture look good. The dots on the paper are the big problem and scanning at a higher resolution only makes them stand out more. I'll give it a shot but it will take a while.

I downloaded this image and opened it in Photoshop. At first I thought it was a scan from a magazine with the halftone screen showing badly. Looking harder, I suspect you scanned a print on a "silk" finished photo paper or some other heavily textured finish. Adjusting the tonal range to recover some detail in the whites, the texture is very apparent. Any attempt to sharpen the print only makes the texture worse. At any rate, here is about the best I could do with it. After uploading it, I note that it looks different than on my calibrated monitor in Photoshop.
As already mentioned, the patterned noise throughout the frame was more than a bit problematic. As a consequence, there wasn't much room for manoeuvring when it came to sharpening, and the original shot badly needed it.
Tried to stay as close as possible to what I imagined the original shot must have been like without the skewed colours. If you can't have "sharp", the next best thing is "vivid", but I didn't want to overdo it, so hopefully this is a happy medium.

I went ahead and removed the car from the old background, so now you can use whatever BG you want. Used PS CC 2014 and layer masks.

This is probably the best answer. But you forgot to enable Download, Cajon.
8x10 (4:5) crop @ 300ppi. Left original texture on auto and foreground. Tried to find texture overlay to match for background after blurring, but settled for one that did not. I may find a better one later.
