I recently purchased a Nikkor 70-200 f 2.8 for my D7100 and now am looking for a wide angle lens either fixed or zoom. What are the best lenses to look at?

I think for a cropped sensor camera like the D7100 a 24mm prime or a 12-24mm zoom would be a good choice.

I'm real happy with my Tokina 11-16 f2.8. About $450.
But you might be wanting to complete the Nikon Trinity. I went other brand for my 70-200, a Sigma. Only have Nikon for my 35mm prime and everyday 18-70mm.
Not really by design, just good recommendations and spotted a deal here and there on the Tokina and Sigma. My next biggie will likely be a Tamron or Sigma 150-500ish range

It's a loaded question you're asking you know... What's your budget? I could assume that since you purchased the 70-200mm f2.8 and a 7100 that you are looking for quality. The Zeiss 15mm f2.8 is a stellar lens but $$$$'s and manual focus only. I hear great things about the Nikkor 14-24mm f2.8. Tamron has just released and is now shipping their new 15-30mm f2.8 VC lens and it's receiving stellar reviews. The Sigma Art series also are stellar performers - 24mm f1.4, 35mm f1.4, 50mm f1.4, and the 18-35mm f1.8, and these are all reasonably priced at under $1,000/ea. The Tokina 11-16mm f2.8 is a pretty good performer too as is the Tokina 16-28mm f2.8 and the 12-24mm f4 is built like a tank and highly rated. The Rokinon (Samyang/Bower are other branding for the same lenses) 14mm f2.8 is also a manual focus only lens but is a great performer. So, you have options my friend...many options. I would suggest renting 3 or 4 of these different lenses and taking them for a test "drive". And happy 'hunting'.
Unless you want F2.8, my vote would be for the 16-35mm F4. I think the 24mm prime would be too long. I used to buy f2.8's but no longer. I dislike the weight even more than I dislike the price.

I used the 12-24 f/4 and loved it. Then I got a full frame D700 and I switched to the 14-24 f/2.8. Now I love it.

I use a Nikkor 10-24 (DX) lens on my D7100, primarily for real estate photography. I love it, and the images from it are superior to the Tamron version of that lens, which I had previously. It is a "slow" lens but I use a tripod so it works great for me. That extra 2mm of wide angle makes a significant difference photographing houses, and I would think the same for landscapes.
Good luck deciding from all the options ; )

Samyang 16mm f2 - good weight and price ( manual focus)

As an addition to the Tamron lens mentioned below, Dustin Abbott has posted a review of this lens on his website (a review that is ongoing I believe) and he is very impressed with it. He's shooting it on a Canon 6D FF camera and posted some great images from it - looks very promising. And on your crop-sensor body the 15mm should equate to a 27mm angle of view (if the 7100's crop is 1.8x that is...)

You should try out the new Tamron 15-30mm Di f2.8VC. And let us know how it stacks up against the 14-24mm f2.8 Nikkor. And whether the VC (vibration compensation) is a good add (i.e. worth it) or just 'good' marketing... Lens Rentals is going to have the Tamron available to rent at the end of this month or maybe it's by this weekend...

Manual focus is a deal killer for me. I don't know how many slide I trashed in the 60's through the 90's, until I got an autorfocus camera, even with expensive viewfinders. I used to focus bracket. Back then that was expensive.

I use a Nikkor 20 F2.8D with my D800 and love it. It would still be fairly wide with the D7100.

Some good suggestions here but, my opinion, hard to say without knowing what lenses other than the 70-200 you already have, if any.
