Short answer is probably. It's pretty good software. Best way to find out is download it and give it a try. There are manuals in the links that Steve posted to get you started. The software is free so it costs you nothing, and if it doesn't work for you, you can always delete it.

Looks like an interesting site, especially as the D3100 does not tether to Lightroom. Some seem to think that Nikon declines to support tethering for the D3100; I'm fine with that business/technical decision.
In any case, Nikon enables Eye-Fi tethering to many DSLRs and Eye-Fi supports D3100 tethering to iPads. This is a little cryptic here, but kindly see my hands-on account of Eye-Fi tethering to a computer, for use with Adobe products, in a comment to come.

Unless something has changed recently, Nikon never released an sdk for the d3100 so the tethering was never implemented by third party developers for that body. I originally was looking at acquiring that body but opted for a d7000 as it supported tethering not to mention the in-body focus motor. Actually, tech support at control-my-nikon told me for what I was trying to accomplish (focus stacking); the d7000 would be my best choice at the time.
