Canon rebates have never required a particular credit card be used so far as I know. I have received a number of rebates from them. AMEX comes into the picture because the Canon rebates are in the form of an AMEX gift card.

The rebate forms part of the sales contract and was the reason for purchase. A rebate is a discount by another name in effect.

I bought the Canon5 d Mark 3 with the free printer and $650 rebate just after Christmas. I received my rebate in the form of two pre paid Amex cards, $300 and $350, in about three weeks. The rebate instructions say to make copies of all submitted material before sending it in if problems or questions arise. All I can say is that I was very satisfied with the whole experience. Plus I have a great camera and printer!

I'm beginning to wonder if the rebate offer was a hoax. I wouldn't want to think Canon would stoop to that in order to sell product. But they certainly need to be a bit more considerate in helping buyers wade through their brick walls!

I got my $650 from Canon for the same type purchase on a 6D, you have to fill out the rebate claim in two different areas, one in the section for the Camera and also in a different section for the printer. If you PM me an email address where I can send attachments I can scan and send to you my rebate form so that you can see how I filled mine out. It could also be that you did not purchase the particular package that Canon was offering the rebate on, I had a conversation with B@H customer service prior to my purchase where they assured me that I would get the full rebate, $350 on the Camera and $300 on the printer which I did receive.

In UK if your purchase with a CREDIT card you contract is with the credit card company who would be the people you contacted for what on the surface of it here appears to be bad service from the people who handled the sale.
Is this also the case in US consumer law?
Debit cards however are not covered in the same way.
