There are no camera clubs within 40 miles of you. I suggest (that you) start a free on line "meetup" group.
Unfortunately, MeetUp groups are not free. In order to post a group on the MeetUp website, the fee is US$120. Most MeetUp groups then charge an annual membership fee of about $10. My Meetup group charges $1 to attend each monthly meeting in professional photo studio, where we have guest speakers and each photographer is invited to project about 6 new images. Our average meeting attendance is about 25, but only 6 to 8 photographers bring images to project. My MeetUp group:

I wish I could find one with no membership fees. Mine is $25 a year and it looks like it all goes in the organizers pocket. 40 members, thats a cool $1000 for starting up a site at $120. Oh well.

Sorry, begging does not change MeetUp policy. Read more here:
http://www.meetup.com/createAbout Organizer Dues:
"Meetup Group Organizers pay Organizer Dues (as little as $12 a month). Some Organizers choose to share this cost with their members."
As a member, you may not have to pay dues, but the group organizer does.

Or your local Craigslist...
CarlA: While a fair distance from Tampa, it may be worthwhile to attend one of the competition nights at
www.mytbcc.com Guests are very welcome. You can talk to the leaders regarding the paperwork and organization. If you could duplicate mytbcc in your area, you would have a winner.
Meanwhile start searching for a sponsor/area to hold the meetings. Your local news paper will be a great source of "free" advertising by writing an article about photography. Check the art department of local schools and colleges. Oh, yes, the Crystal River Nuke plant is no longer in use and has a large no longer in use interior space, and since you are not using film the slight, but lethal, background radiation will not effect the quality of the photos.
I attended tbcc years ago and it was just a so/so camera club, but it has morphed into a interactive educationally great group. As a member, every member, is welcome to be part of the critique after the judges state the virtues and flaws of the submissions. Ooops, yep, ouch, but you learn and have quite a few laughs even at self.

It must depend on the group. I go to a couple of different meetups occasionally (not photography). One charges nothing, and the other requests a $5 donation for the meeting place, depending where we are meeting.
Hi Carl, sorry i didn't respond to your message, there is a camera club in hernando near Citrus Hills ,it meets the first monday of the month sept thru june at 7:00 pm.so this coming monday is the meeting .depending on where in Homosassa you live it would be half hour drive at most .If your interested let me know and i'll dig up more specific info.
Starting a camera club isn't too difficult but finding a venue to meet in, especially for free or low cost, isn't. First places I'd start is any local camera shops and colleges in the area. The camera shops have a vested interest in helping you and handing out fliers to their clients. Colleges often have adult education classes in photography and are a good source for perspective members (including the instructor). A camera club does not need a significant number of members to be productive. Four or five members will do. You can alsso go to your local newspaper about the club and possible willingness to cover parades and events for submission to the paper. Think of those that might benefit from helping you be successful in creating a club. Good luck.
I assume you want to have meetings and share info. Then your local newspaper community section. Some don't charge or have minimal charge. Fliers and handouts in local eatery, deli, and supermarkets usually have bullitin boards for local anouncements. Also local high schools and colleges. Do they have photography courses? They usually join local clubs. You will need club rules and by laws. You can get guidance from PSA. I forget but I think web is
www.psa.com (Photography Society of America) Good luck. Lots of work but worth it.
