I want to start doing some UWP in my local creek. I don't know where to start. I have the Canon 7D. Do I need special lenses?

Well, you'll need a housing. As to the lenses, what do you want to take pictures of?

Any low cost houseing anyone knows of? I mostly want to do pictures of small fish and the way the water comes over the rocks (under water). I do not have a lot of $, so low cost lenses would be nice. BTW the closest scuba club is more than 7 hours from me. So that's out of the question.

The lowest cost housing I know of for a 7D is Ikelite's, it retails for $1800, but you could probably find a used one from a number of Companies cheaper. I notice in the lens' you list that you already have a 17-85 and a 100 macro which should work just fine. Usually they want you to buy a port for each lens, but you can usually cheat by just buying a dome port. You'll also need a zoom gear for the zoom lens and if you want to focus manually on the macro you'll need a focus gear. And unless you intend to rely on ambiant light you'll need a strobe, two usually works better.
If you're really interested in cheap and want to stay with Canon, I'd look at some of their point and shoots that they make housings for. Still looking at well over $1,000 I'm guessing.
I agree with chose, I use Nikon D7000 with Ikelire housing and strobes. But if you go down to 30', my wife, a snooker uses a Cannon point and shoot with waterproof housing and takes great shots. You can get them under $500.
Had a Japanese diver on last trip who took his cell phone down to 30' using some sort of flexible plastic housing that looked like a zip lock bag.

About the lenses. What do you mean by dome port? Are the lenses them selfs waterproof? (I do not think so, but...) Iwill start looking at housing.

Check out
www.ikelite.com they explain dome ports that are different each lens you might select. You can change the dome port , that mount on the front of the housing.

Critter Hunter is right, their web site should explain what the different ports are all about. Here's what I meant by cheating a little: I have a Sea and Sea housing for my Canon 7D. They make combinations of extensions and ports for about 16 different lenses. They have a port for the kit lens that comes with quite a few cameras, the 18-55 mm, but not the much nicer 17-55 mm or 17-80mm. A friend of mine has an Aquatica housing for his 7D and they do make a port for the 17-80 so I checked out his zoom gear for that lens and the gear matched Sea and Sea's gear. So I bought a large dome port and Aquatica's gear and now I can shoot with a nicer lens.
Also I upgraded my 100 mm macro to Canon's new L lens. Sea and Sea didn't make a port for the new lens, but it fits in the Dome port, so I can still use it, albeit without being able to use manual focus.
