Can't upload photos to contest

Hello everyone, I've been trying to upload a photo to the contest but once I've selected the file and labeled it the webpage thinks for a minute then gives a connection error. If I refresh the screen this message shows:

"HTTP method GET is not supported by this URL"

I've tried chrome and IE but neither are working. I've been able to upload before but for some reason recently this has been happening.

Please help
