I shoot my pictures in the RAW mode, and process them in Adobe Photoshop Creative Cloud, to bring out their potential.
You can subscribe to PCC for $9.99 per month. Last time I looked, Adobe offered PCC together with Lightroom as a package.

Most people who post process use Photoshop and LightRoom. The Adobe Creative Cloud is a bargain at $10.00 per month.

If you are not a pro and want to stay under $100.00 I would suggest Photoshop Elements. Does everything I need to do.

There are other options, Gimp, Lightzone (free), Capture One, windows Media browser, OnOne. The free ones tend to be less user friendly. Capture One, OnOne well over $100.
Big community of support for Adobe products which helps when learning.
I usually do some form of PP on most of my photos.
As was suggested Photoshop Elements 12 or 13 is around your price range and will get you started quite well.
In addition to the programs already mentioned above, you could add Picasa 3 for FREE. It won't do everything PSE does but will provide many interesting options.
I think FastStone may be a tad better than Picasa. It doesn't have some of the artsy stuff but, works very well and it's free.
some pros send them out,taking great shots is one skill,
edit the shot is another skill,some can not do both well,
kinda like the artistic side vs the engineer

I can't think of a single photo I've taken that didn't benefit for some minor work in post processing.
I haven't tried them all but after trying several editing softwares (free and paid) I gave in and tried Lightroom. I then migrated to the $10.00 month subscription to Creative Cloud for Photographers. It's difficult to imagine anything better.
I have an instinctual mistrust of "subscriptions" but Adobe won me over.

I capture raw files, move them into a Lightroom catalog, process them to the extent that is possible in LR, and use the converted 16 bit psd file in Photoshop or other pixel editor for finishing. 99% of the photos that I show to others have gone through this process, with the exception of clients that need to see proofs prior to final selection, in which case they get to see the images out of LR without the final finishing steps.

I "touch up" most of the pictures I take. Sometimes they need brightness/contrast/white balance adjustments, but most of the time they need cropping to remove extraneous elements on the edges or just improve the composition.
I'm not a fan of fixed aspect ratios so my photos are not all 2:3 or 4:5 or whatever. They are what they are. The only thing that means is that if I want to frame one I have to use a custom matting.
I use Lightroom and Photoshop, primarily because I shoot RAW and the files have to be converted to a visible image. If I shot jpg directly I might use something like IrfanView (free) to do the cropping. I've heard good things about FastStone but I don't use it so I can't advise there.

Me too. But I succumbed, also. I do "own" my copy of Lightroom and I keep Photoshop CS 6 on my computers, just in case.
