i am attaching a picture of some lettering of which some of it is rubbed out. i would like to fill in the rubbed out areas so its easier to read. if its not too difficult to explain how...thank you.

Without an image, just guessing, but:
With the eyedropper pick up the colour from the edge of a letter.
Then select the paint bucket and fill in the rubbed out spots.
If the paint bucket doesn't work because of unevenness, use a brush and paint in the colour by hand. (Actually, that would be by mouse or by tablet).
Maybe obvious, but I learned the hard way: Enlarge the part you're working on, so you can see what you're doing ;-)
PS - If you tried to upload a photo and checked out Preview first, the photo won't load.
If you tried to upload a photo and then shut off your computer before it was loaded, it won't finish the loading either.
