I actually recall hearing about this too. If it gets moisture under the paint it deteriorates quickly. The Golden Gate has had constant cleaning and repainting from the day it was finished.

They build those bridges out of a steel that is specially designed to rust like that. It rusts to a point and then stops. The steel is called "A588 corten" Some engineers like the "rustic" effect and some don't. I would imagine that the main reason is cost. You never have to paint the bridge to protect it from the elements.
That blue one reminds me of the one that used to be in my city and was torn down due to too much rust and failing concrete footings and replaced with a concrete one.
It and it's sister bridge are very beautiful structures. The sister bridge is still being used and so cool to drive thru it at night lit up from the inside. I need to get a photo of it like that one night.
