Just doing some cursory research it seems that the average, cumulative SAT score is around 1500. This link to county scores does show that Baltimore City seems to have some issues but since there are no "passing or failing" grades for SAT, and many colleges take a number factors into consideration, and the fact that the statement that only "20 students passed the average level" seems incredibly unlikely I would question whether that might actually be true.

There is no such a thing as pass/fail on the SAT test. There are average SAT scores and Benchmark scores. Benchmark scores are those scores that indicate a students probability of finding success in their 1st year of college with a GPA of B- or better in a 4 year college. The SAT score is only one of several measures of potential success in college. 27% of all students enrollment in college have scores below the Benchmark on the SAT. Additionally, most, if not all, colleges and universities have openings for inner city students with low SAT scores. Individual colleges and universities have their own standard for SAT scores, and they vary widely.
