I have the D7100. I've noticed the exposure meter only shows in Auto, Manual, and
the U2 settings. Is this right? Is there a way to show it in every mode?

Regarding the use of elderly exposure meters. Most of them, like the Famous Weston meters used a selenium cell to generate a small current proportional to the light falling on it. As these delightful meters are now well over 60 years old and the Selenium can degrade until the needle stops moving.
A nice idea to use one, if it works at all you may have to re calibrate it from a digital camera. This involves moving the speed (ASA) until the readings match.

Think about it:

The meter shows under and over exposure on a scale. When you are in say, aperture priority mode, the camera selects shutter speed such that the exposure is neither under nor over. Similarly with shutter priority mode and program mode. Why would you want to see the meter in these modes if you already know that the meter will always read zero on the scale?

There may be occasions when you may want to perform spot metering on a specific object, yet still execute the shot in one of the priority modes or in program mode. Just turn the mode dial to M, read the meter, then back to the other mode you want to use. You don't even need to remove your eye from the viewfinder to execute this task, and it takes 2 seconds.
