Is it proper to charge for travel time both to and from a gig? or just to? or does the clock start from arrival and stop upon departure?
I would suggest that the clock starts upon arrival unless there is some other factor that makes travel an issue. I know one Photographer who takes a photo of the location immediately upon arrival to document the time he began.
For the most part, I think just time on the job. But I can see a justification if the time/distance is exceptionally greater than normal.
Within someone's normal "metropolitan area," I would say no to any travel charge.
Generally no. Also depends on the situation and the distance traveled. Plumbers, electricians, etc. generally charge travel time. Sometimes it's just described as a service call charge.

depends - if you live in LA and it takes 2 hrs to get to the gig then I'd charge enough to cover travel expenses - but if the event is across the street..........
Traveling & the time involved is part of the negotiations involved in quoting the job.
