I wish I chould find a digital camera that I can set the ISO setting below 100,I have a film camera and liove shooting slide flim at a ISO setting at 64,is there a camera out there where the setting is below 100.
I sure miss my Kodachrome 64, wonderful colors in it.
Oh they are there the Canon 1D and 5D goes from ISO 50 and up. Put at a price $5K and $2.5K. I'm sure Nikon has there high end that will do the same.
My Canon G5 will do 50, my S3 IS will do 80. Yeah, they're P&S, but they will do it. Why would they put the option on a bridge type camera, but not a DSLR?
I can set my D90 & D5000 to the equivalent of ISO 100.

My canon XSI goes down to 50 ISO

Who appointed you the topic cop? It is not time to move on. It is a valid complaint. Low ISO's are not glamorous to the general public, ie, the purchasers of the majority of cameras, hence they basically ignore it. Don't worry about noise, you can shoot at 1/1000 sec by candle light, rather than you can shoot this waterfall at 1/10 sec without any filter.
As for 1/3 of a stop, I routinely make that sort of correction in my post processing, so it can be significant. That is the difference between a snap shot and a photograph.
i would love it if the pentax 645d went down to 25 iso.there are some 35mm films that rates at 12 iso,one day i'll have to try it.while it still exist.
Check out the Sony A77. It will go down to ISO 50. Coupled with the 16-50 f/2.8 lens, it has a tremendous capability.

ISO 50 or 80, is not enough to make any appreciable difference, from 100. In fact! the IQ, could even suffer from the ISO reduction. All sensors have a native ISO, most of Canons are 100. So multiples of the base ISO, are going to possibly offer the best IQ such as 100, 200, 400, 800.
Higher ISOs are also a product of the processor, and the results are noise. Although it may be well suppressed, never the less it is present. Anything less than ISO 100, is also a product of processing, and can result in possible noise, more image compression loss, etc. So as more is not always best, that also applies to less.
In terms of picture quality ISO for digital cameras doesn't compare directly with ISO for film. It also doesn't compare across cameras nor across time. In general camera sensors have been getting much lower noise at all ISOs, better software processing to elminate the noise that does result, and the capability for high picture quality at much higher ISO.
Much to my surprise I found that at least for some cameras lower ISO can mean worse picture quality. Check this out:

There are times when lower ISO can be good; e.g. seeking to get long exposures for motion blur. But not necessarily to improve picture quality. There are considerations other than noise as well; in particular the relationship between ISO and shutter speed can affect camera motion induced blur.
You can also use neutral density filters for the purpose of attaining slower shutter speeds when that suits.
