What is its function? Field of view, Sun angle or what?

The function of all lens hoods is to prevent indirect light from striking the front element.

That would be DIRECT sunlight.
And also to offer a certain degree of bump protection to the lens.
I think that the design of the "Tulip" is to provide maximum shade without interfering with the field of view, the horizontal field is much greater than the vertical field of view on a lens, so the tulip is deeper on the top than it is on the sides, if the sides were as deep as they are on the top they would be seen captured in the image.
At least that is my rationale for the tulip, I have an old hood for my old 35mm lens that predates the tulips and it is a rectangle with the sides extending much further away from the lens than the top and bottom of the shade.
Let's not forget that if it has a funky shape, you are going to think it is something special. Marketing does enter into the equation.

Right. I was thinking "stray", but inadvertently wrote "direct."

I thought its primary purpose was to give Ken Rockwell something else to bellyache about.

That's our entertainment factor bonus!
Reduces or possibly eliminates flare when shooting into the sun.

Typically used on zooms; keeps vignetting to a minimum at various focal lengths.

I remember some one in our photo club said that it's for easy filter change with your hand with out taking off the shade. I don't know that's true, I don't have any experience with that because non of all my lenses has Tulip shade!

 Thats what I was taught. My $0.02.
The first part of a picture to suffer from 'Vignetting',with a circular lens-hood, will be the corners of the print. Therefore the shallowest part of a petal / tulip / lens hood, will be in those corners. Top and bottom of the petal/tulip hood, in a landscape orientation, will protrude the most. The lens-hoods for the Hasselblad (and Mamiya C33)are square, to match the square format that they use.
