I'm sure you will get a large response shortly, but I'll put in my two cents worth.
If you join Adobe's Creative Cloud for about $9/month, that will get you access to Photoshop which can do more than you would ever need to do. I have Elements which is also Adobe and I think is on the cloud (but I bought the software for $75). It will do portrait fixes (calls it Picture Perfect). This is also part of Photoshop though, but may be called by another name. I don't have Photoshop.
The Picture Perfect will allow you to smooth skin, remove blemishes and actually reshape some features. I generally don't like going that far, but do need to do some touch up with it.
Here is a link to a portrait I did of one of my daughters and I removed some blemishes, but didn't do much else.

As the above comment said. Get the creative cloud, it has both Lightroom and photoshop cc. Both have actions to work with skin. A great brush action in Lightroom is skin softening, it helps skin look more youthful.

I took a go at it with PS CS3, using the healing brush, clone tool and blurring tool. I think you can download this portable PS for free.
I used Portrait Professional Studio. You can go a lot further with it but too far and it become over done.

Don't know how this will stack up to what others will try but here is my version.
I used the healing brush to help smooth out wrinkles and air brush to help remove glare and smooth over skin tones. Software was Photoshop CS6.
I have been restoring photos for years . I started out doing colored portraits in the late 80's by hand. So I was happy to help you with this photo . I used Photoshop CC and a Wacom tablet and the experience I obtained over the years . I didn't want to make the young lady look fake by doing to much , like when someone has a doctor make them look to young . Hope it meets with your approval , feel free you down load , after all . All I did was open it in portrait professional and saved the initial adjustments made by the program. You can make all kinds of adjustments, but all I did was open it.

How young do you want to make her? We can go back almost to birth. I used Photoshop and mostly the spot healing brush. I also used the clone stamp, the blur tool, the blur filter, levels, curves, and multiple layers. I also cropped the photo to put her eyes in the 1/3 rule range.

This was done by Anthropics Portrait Professional (Studio version, which allows it to be used as plugin from within Photoshop), then NIK Color Efex, Darken/Lighten Center effect. Recropped.

Opened in ACR. Adjusted clarity slider to the left to soften the photo. Opened in OnOne Photo Tools and and adjusted with the Model Skin tool.
