Looks similar to the nest created by the tent caterpillar (a moth). Very destructive to trees.

Linda beat me to the draw. I've seen an unusual number of tent caterpillar nests this year.

It's best if you knock it down and burn it or use anything that will kill them. There is a tree near me that is covered with them.
