I have been toying long enough with various web designing software, including Dreamweaver, Xara and the like to finally bite the bullet and purchase the only software that does what I need...
Sitoo, a program from Sweden. I still have to do a lot of things manually but since this in the master pages once done I will be able to concentrate on content vs design...
If it was not for the price I would recommend to anyone who wants a 'serious' web site builder software.
$499.00 Wow, that is a little steep.

Have you looked at Serif WebPlus X7? $120 and you can download a free, trial version. I've been using their X5 version for several years and love it. I've used Dreamweaver, as well as other design software, and can do everything I want to do with Serif.
Tried it and as I typed, I have made my decision.
Very good HTML program from Microsoft is Expression 4. It's free.

Templates let you get the fomats and pages you can manipulate to suit yourself. Even templates for selling photos or good on Pay Pal.

I used this software 6 years ago when it was 299.00. This new, upgraded is till as good as it was, head above the crowd BUT (there is always one) some of the menus have been changed (harder to find) and (always one too) that is my biggest problem, there seem to be a lack of adaptation, like in Adobe.
What do I mean? Adobe has not changed their UI since the 1024*768 screen resolution era. Their templates reflect the same thing, lack of basic upgrade. Troubling as it means you have to manually go in and modify the template.
What I do is as usual convoluted:
I select a web template, create a new master page using that as guide and make my own modifications.
The reason for my selection:
Pros:
1) The created web site menu system customization is outstanding
2) The search is within the web site instead of other software that search the web (check it out)
Cons: (pros with me)
1) Out of date templates (irritating but allows faster learning)
2) Learning the software is not all that easy, possibly because of my prior experience
I am well aware that it sounds bad when compared to pre-made do it all ISP offerings.

This software allows me to have four different structured menus.
1) Top level, main categories
2) Section level
3) Pages
4) Related pages (Pages across sections that have a common topic)
These menu appear only when there is something to use within the menu.
I have posted my first web site draft. I need to work on the menus that are inconsistent in look.

I like your direct, no nonsense approach. I like the organization of your pages, i.e., the menus/sub menus. The verbiage needs some editing for missing/misused/misspelled words and grammar/punctuation, but I'm finicky about those things.
The width is a few pixels too wide for iPad viewing (doesn't auto adjust), which requires some horizontal scrolling, but it is minor. Just mentioning it in case it is of interest to you.
