Quality considered... Is it best to update the camera body and use the kit lens, or keep the same body and upgrade to a different lens?
ex. 7100 plus a kit lens or 3100 with lens update.

The lens is what actually captures the image.....the camera is merely a recording device. A quality lens improvement over kit lenses will always make a MUCH bigger improvement in your images than using the same kit lenses on a more expensive body.
The lens. Definitely the lens.
Invest in glass. Work on your body later...

I agree, the lens .......... but ..... if you are looking for an excuse to buy a D7100 instead of a D3100 ....... I think sooner or later you will want to upgrade the D3100 (even though it gives great images), but a D7100 is a camera that could quite happily see out your photog days.
In a perfect world, upgrade both! I concur on the lens first.

That's a pretty tough question without knowing exactly WHAT you shoot and how you are going to shoot it.
We'd have to know the exact camera you have, not a hypothetical situation, unless you just want hypothetical answers.
It would be very easy to just go sideways with a lens, and not forward. ;-)

Ah, yes. The Eternal Question. A better lens is better, but a better camera can be more fun. You're probably not shooting for a living, so if you want a new camera, get it.
As for lenses, don't go the cheap route just to accumulate them. On the other hand, it's not necessary to spend $2,000 or more for each lens to get good shots. Let common sense and your finances dictate what you buy.
You'll find that you gradually update bodies but keep lenses, so get good ones.
There isn't a simple answer to your question, in my opinion. Note that the lens forms the image and the camera records it. If the camera body has a sensor and features that satisfy you and you have a limited budget, a better lens would probably be your best investment. If you need a body with a better image sensor and/or other, newer features, get the upgraded body first and better lenses for it later, if necessary.
