There may be another explanation here. My first digital camera is a Sony DSC-F828. The Carl Zeiss lens is marked as being a 21-200, but printed on the zoom ring, immediately right of the "200" mark is the word "Equiv."
LR 5.6 shows this 21-200 lens as being a 7.1 - 51.0 lens. My Nikon D7000 is equipped with the Nikkor 18-200 lens and that is how LR 5.6 lists it.
I have a few images, taken first with the Sony and then repeated with the D700, at the same marked focal length, and they're close to being the same.
