Zooming in to show his garb and equipment would help.....there he looks like some military dude with possibly a weapon of sorts!??

Crop out the top horizon .... it's not doing anything for you and will place you subject fully in the water, and closer too.

assuming you don't need the same crop ratio and unadjusted colors, I would do this:
