Besides not placing the fisherman in the center of the photo, how could I have given this image more impact?

Zooming in to show his garb and equipment would help.....there he looks like some military dude with possibly a weapon of sorts!??

Crop out the top horizon .... it's not doing anything for you and will place you subject fully in the water, and closer too.
